What Alberta already knows

AGLC reported more than 225,000 cartons of contraband cigarettes seized in Alberta in the first half of 2026, with an estimated $13.5 million in provincial tax avoidance. Its public contraband page also links illegal tobacco to a multi-year rise in activity and a drop of more than $500 million in tobacco tax revenue over five years.

The Bill 208 lesson

A restriction that shrinks the legal market without a matching illegal-supply plan can create two fiscal problems at once. The province collects less from lawful channels while spending more to chase unlawful ones.

Tax justice means making illegal trade less profitable, not making compliant retailers easier to undercut.
