Tax Leakage Is an Enforcement Warning Light

The warning light

AGLC reported more than $13.5 million in identified provincial tax avoidance from first-half 2026 contraband tobacco seizures, according to its July release. That is the kind of measurable leakage Alberta should look for whenever legal nicotine channels are narrowed.

Alberta describes monthly filing and remittance duties for licensed importers and wholesalers on the tobacco tax page. Illegal supply undermines that kind of chain because it operates outside reporting, stamping, and audit routines.

What to protect

  • Tax-paid channels.
  • Compliant wholesalers and retailers.
  • Public reporting that shows whether enforcement capacity is keeping up.
