Legal retailers answer inspectors at a known location. Illegal sellers may require online monitoring, parcel tracing, complaints, and inter-agency coordination.
Compliance
Legal retailers carry product-sourcing and record-keeping duties. Illegal sellers can change channels quickly and leave taxpayers funding the chase.
Fairness
The fair answer is not to punish visibility. The fair answer is to make lawful compliance easier to verify and unlawful evasion harder to profit from.
