Illegal Nicotine Is a Tax-Base Problem

When illegal nicotine grows, the loss is not limited to one counter or one store. It becomes a public-revenue problem, an enforcement-cost problem, and a fairness problem.

The tobacco lesson is clear

Recent Alberta tobacco enforcement reporting shows how large contraband files can become. When illegal supply scales, tax loss and enforcement burden scale with it.

Bill 208 should be reviewed through that same lens. If lawful channels shrink and illegal channels grow, Alberta may spend more enforcing a smaller tax base.

Why independent retailers notice first

Compliant shops pay rent, collect tax, train staff, verify age, and answer inspectors. Illegal sellers do not carry those costs. Every restriction that makes legal supply less useful gives illegal sellers a price and convenience advantage.

Tax justice means protecting the public base and the compliant businesses that support it. Alberta should target sellers outside the system before making the lawful system narrower.
