The numbers are not abstract
AGLC said its first half of 2026 included more than 39 investigations, more than 225,000 cartons or 45 million cigarettes seized, and about $13.5 million in provincial tax avoidance, according to its contraband tobacco release. That is a revenue signal as much as an enforcement headline.
Why lawful retailers care
Alberta also requires law enforcement to report contraband tobacco seizures to Tax and Revenue Administration, with a 72-hour reporting form noted on Alberta tobacco tax guidance. If the province can track tobacco leakage, it should be able to explain how vaping restrictions affect legal and illegal nicotine channels.
The fair-tax ask
- Publish enforcement outcomes beside policy announcements.
- Separate compliant small retailers from non-compliant sellers.
- Track whether new restrictions move sales outside taxed legal channels.
