Contraband Reporting Is the Model Bill 208 Needs
Alberta already asks law enforcement to report contraband tobacco seizures. A similar public reporting mindset should apply before nicotine demand is pushed around by Bill 208.
The reporting model exists
Alberta's tobacco tax page says law enforcement officers have been required to report contraband tobacco seizures under section 24.2 of the Tobacco Tax Act since December 11, 2025. It also says seizure reports are intended to improve information collection around contraband tobacco.
That same discipline should apply to any major vaping restriction. If legal products are restricted, Alberta should track whether demand moves into illegal channels and whether tax leakage grows.
Tax justice questions
- Will illegal nicotine seizures be reported publicly by product type?
- Will Alberta estimate avoided tax from illegal nicotine supply?
- Will compliant retailers see enforcement against competitors outside the law?
- Will the bill be reviewed if legal demand shifts underground?
Tax justice means protecting both public revenue and the lawful retailers who collect it.
